Transforming himself from an exile with a dubious claim to England's throne into the founder of the Tudor dynasty, Henry VII's (1457-1509) micromanagement and questionable tax collection practices enabled the later success of his descendents Henry VIII and Elizabeth I. Penn (editorial director of Verso Books in London and with a doctorate in medieval history) rescues the founding Tudor from the shadows with insight into his politically expedient yet loving marriage to Elizabeth of York, a Plantagenet heir, and chronicles Henry's careful conclusion of the exhausting multigenerational Wars of the Roses. With occasional digressions, Penn still entertains casual readers with a brisk, almost conversational tone bolstered by ample context, especially when recounting the convoluted and politically fraught family history. Tudor scholars will appreciate Pen's well-documented attention to the elder king's steadfast devotion to stability, to the character formation of the young heir, Prince Henry, and Penn's revealing analysis of why in the last years of his reign, Henry earned respect but not love from his people. , Illus., maps. VISITING the court of Henry VII in 1497, 12 years after the Battle of Bosworth Field ended his unpleasant predecessor's reign, a group of ambassadors from the Continent were impressed, intrigued and, as time wore on, a little apprehensive. Their mission was to report to their various employers on England's monarch, an upstart seeking to improve his status at the European table by wedding his heir, Prince Arthur, to Catherine of Aragon. The path to the altar was to be smoothed, as the ambassadors were well aware, by the reputed wealth Henry Tudor was willing to bestow on the girl's proud but cash-poor parents, the Spanish monarchs Ferdinand and Isabella. The ambassadors, as Thomas Penn reveals in the opening of "Winter King," his evocative portrait of this shadowy ruler, began their accounts by unintentionally demonstrating how little they had gleaned. Henry was gracious, they wrote. Henry was grave and well informed. Henry was handsomely attired. The King of England had, above all, "a most quiet spirit." "Quiet" is a word that, long before the end of Penn's finely detailed narrative, comes to chill the reader, summoning up images from a reign of fear in which money, estates, possessions and titles were transferred into the Tudors' coffers under an efficient, discreet and brutal system that left room only for mute assent. Henry VII (as apt a model for Machiavelli's dark prince as the Florentine's master, Cesare Borgia) always kept his own hands clean. The dirty work was carried out by men who displayed, as one of the ambassadors admiringly noted, "a wonderful dexterity in getting other people's money." Henry's needy henchmen - he used the age-old ploy of recruiting the poor to rob the rich - did as their king commanded. In the process, they got to line their own pockets. But the fiscal director, the man who kept the accounts and shared information only with the "groom of the stool" (the Tudor equivalent of a royal lavatory attendant), was always Henry himself, increasingly merging his own secretive nature with the surroundings in which he buried himself, interred deep within the privacy of what Penn describes as "an institutional black hole: a complex of private apartments known as the 'secret' or privy chamber." While Penn's portrait of the king himself conjures up a figure as compellingly unpleasant as a compound of Hannibal Lecter and Bernard Madoff, the strength of this outstanding book lies in his ability to breathe life into the sorts of ceremonious scenes of court life portrayed in the books of hours belonging to Henry's great rivals on the Continent. In 1501, he succeeded in marrying Prince Arthur to the pedigree-perfect Catherine, only to see his heir die soon after the wedding, of a fever. Always pragmatic, Henry then allied the young widow to his second, more robust, son. Much of the success of Penn's book hinges on the comparisons he makes between Henry VII and his successor. Seldom can a father and son have seemed to share so little, beyond a name. Henry the older was lean and shriveled, rigid with prudence, empty of any hunger other than a desire to secure his throne through the acquisition of cash. The future Henry VIII, in contrast, was massive, rosy and bursting with the impulse - anathema to his father - to spend. Penn pays less attention to a second comparison: the contrast, offered between Henry VII's two sons. How might Tudor history have changed if Henry's firstborn child had succeeded to the throne? Prince Arthur, groomed for power by his father, grew into a scholarly, thoughtful, cautious young man, a well-honed chip off the old paternal block. His brother, having escaped similar parental control, became the utter opposite: a hearty sportsman with a fondness for music and poetry. The difference was absolute. What we don't know is how much this stark antithesis between Arthur and Henry became part of their father's slowly evolving design, a personality-based strategy to ensure that the fragile Tudor monarchy survived, with popular support. Penn provides a detailed narrative of the reign of the most enigmatic and unlikely of England's kings. Henry Tudor, the last plausible Lancastrian claimant of the Wars of the Roses, passed his youth as a fugitive from Edward IV, the Yorkist king whose agents pursued him to the dubious safety of the courts of Brittany and France. Assisted by the latter, he won the throne by killing another usurper, Richard III, at Bosworth Field in 1485. However, the head of the first Tudor seldom lay easy. Henry ruthlessly extracted money from noble and commoner alike, and the new king faced down both imposters like Perkin Warbeck and the more substantial claims of the Earl of Lincoln and Duke of Suffolk. Plots, counterplots, and agents provocateurs figure prominently in the story, for the spidery monarch ruled by intimidation and intrigue: everywhere is found the "hidden hand of the king, testing, probing, controlling and undermining the authority of his greatest subjects." Though he ended the Wars of the Roses and became the first Tudor monarch, Henry VII often is overshadowed by his better-known descendants Henry VIII and Elizabeth I. Penn (publisher, Verso Books) attempts to rectify this, skimming over the king's early years to explore the conflicts that pervaded his reign-in particular the issues raised by his tenuous claim to the throne. Complex, shrewd, and well aware of the instability of his position, Henry solidified his rule not only through carefully constructed propaganda celebrating a new dynasty-the Tudors-but also by use of an extensive network of informers and a ruthless system of taxes and fines to keep English subjects in check. Penn's focus on these darker aspects results in a somewhat slanted portrait of the king himself, but his thoroughly researched history quite successfully evokes the king's web of advisers, associates, and enemies, as well as the overall atmosphere of England during this period. -VERDICT Recommended for anyone seriously interested in Tudor history; the denseness and amount of detail may be overwhelming for casual readers.
